As the San Diego region experienced decades of population and employment growth, the Southeastern San Diego and Encanto communities have not yet realized the same benefits. Recent trends suggest that these communities are poised for a wave of new development. The communities are centrally located, well-served by the trolley and freeways, and have substantial untapped retail and housing market potential. Both Community Plans were updated in 2015, and much of the area lies within a Federal Qualified Opportunity Zone, setting the stage for new investment and development by public, private, and non-profit sectors. Our panel will engage us in a discussion of current development activity -- including community revitalization initiatives spearheaded by JCNI -- and potential future opportunities and challenges.
