On February 6th, 2021, Justine Nielsen was named the Governance Chair of ULI San Diego-Tijuana where she will provide excellent leadership to the district council by connecting with past district council chairs and holding to governmental standards and code of ethics. Justine is a partner at Procopio, where she leads the firm’s Land Use Practice Group. Her practice includes real estate law with an emphasis on land use, planning and entitlement issues. As an active civic leader, she serves as a board member of Navajo Community Planners, Downtown San Diego Partnership, and the San Diego County Taxpayers Association.

She has been involved with ULI throughout her career, where she is chair of the Young Leaders Group and serves on the Management Committee. Justine said “as a real estate and land use organization, ULI is unique in that it brings people together from all disciplines. Our members have a genuine interest in exploring responsible land use from an academic perspective and shaping the future of our communities through best practices and objective analysis, instead of partisan politics.”
“Not only does Justine bring deep professional expertise, but she knows the inner workings of ULI at the local and national level,” said District Chair Mooney. “As our council enters into a busy period of activity, including hosting the 2022 ULI Spring Meeting and taking a more hands-on approach to local advocacy, we need an energetic leader like Justine.”
